The excitement of village panchayat elections has begun everywhere. Many people are preparing to contest for the positions of Sarpanch and Ward Member. According to the Telangana Panchayat Raj Act, 2018, certain rules and eligibility conditions must be followed.
Here is a clear and simple explanation for all aspiring candidates:


Eligibility Rules for Contesting

1️⃣ Minimum Age

  • The candidate must be at least 21 years old on the day of nomination scrutiny.

2️⃣ Must Be a Registered Voter

  • The candidate must have their name in the voter list of that village panchayat.

3️⃣ Candidates With More Than Two Children

  • Even if a person has more than two children, they are still eligible to contest (as per updated rules).

4️⃣ Who Cannot Contest?

  • Employees of the Central Government, State Government, and Local Bodies cannot contest.

    • If they want to contest, they must resign from their job before filing nomination.

  • Anganwadi teachers and Water User Association members are not allowed to contest.

5️⃣ Who Can Contest?

  • Ration dealers are eligible to contest.

  • Members of co-operative societies can also contest.

6️⃣ Rules for Employees of Certain Organizations

  • Employees of RTC and Singareni can contest.

  • But managers/secretaries/agents of companies where the government holds more than 25% share cannot contest.

  • Those in institutions with less than 25% government share can contest.


Nomination Rules and Important Instructions

7️⃣ Giving False Information

  • If a candidate submits false information and someone files a complaint, a case may be filed in court.

  • However, the nomination will not be rejected just because of the false information.

8️⃣ Mandatory Documents

  • The candidate must submit:

    • Required certificates

    • Caste certificate (if contesting under reservation)

    • Deposit receipt

    • Self-declaration form

  • If documents are missing, the nomination can be rejected during scrutiny.

9️⃣ Signature Requirements

  • If the proposer’s signature is forged, the nomination is rejected.

  • If the candidate forgets to sign the nomination, it will be rejected immediately.

🔟 Number of Nomination Sets

  • A candidate can file 1 to 4 nomination sets.

1️⃣1️⃣ Who Can Enter the RO Office?

  • Only the candidate, the proposer, and three more people can enter the Returning Officer’s office during nomination filing.

1️⃣2️⃣ Withdrawal of Nomination

  • The withdrawal notice can be submitted by:

    • The candidate

    • The proposer

    • The election agent

1️⃣3️⃣ Appeal Against Rejection

  • If a nomination is rejected by the Returning Officer, the candidate can appeal the next day to the Sub-Collector or RDO.

1️⃣4️⃣ Criminal Cases

  • If the candidate is convicted, punished, or proven guilty in a criminal case, the nomination will be rejected.

  • Fill the nomination form carefully.

  • Check twice before submitting.

  • Submit all required documents along with the application.

  • The nomination must be submitted by the candidate or the proposer only.
